Successful workforce development organizations are delivering effective business services to ensure that employer needs are met in their communities. From tactical services such as screening job applicants to strategic sector partnerships, the workforce field is focusing more and more on ensuring businesses grow and stay in their communities. Hear from workforce experts Lucy Houchin, Tom West and Scott Ellsworth on what works in employer engagement and business services.

Lucy Houchin, Director of Client Services and Tom West, Senior Vice President at Thomas P. Miller and Associates will be presenting on proven approaches in industry strategies as well as on the ground business outreach. They will share their experiences at the state and regional levels around launching successful industry partnerships, addressing current skills gaps and future occupational trends through innovative workforce solutions including career pathways. They will provide examples of best practices in employer engagement including how business services staff can approach and coordinate activities with education, economic development, and workforce entities in order to ensure effective training and services for participants as well as businesses.

Scott Ellsworth, Director of Business Leaders United will provide the business perspective of the conversation around workforce development and business services. Scott will be sharing experiences that he has when working with businesses across the country who are involved with workforce organizations on shaping skills development training programs to meet business needs. Scott began this work after having created a very successful partnership during his career in manufacturing and now supports other businesses doing the same.


  • Scott Ellsworth - Director, Business Leaders United

    Scott directs Business Leaders United for Workforce Partnerships (BLU), an employer-led project of National Skills Coalition, National Fund for Workforce Solutions, and Skills for America’s Future. He also served on the Partner Council of Partnership for a Competitive Workforce, an affiliate of the National Fund for Workforce Solutions, which serves the Greater Cincinnati region.

  • Lucy Houchin - Director of Client Engagement, Thomas P. Miller and Associates

    Lucy has worked with national initiatives, states, metro areas, and rural communities to develop demand-driven strategies to connect individuals to careers and businesses to talent needed for growth. Lucy recently led the development of the Indiana Career Council’s strategic plan which was chaired by Indiana Governor Mike Pence. Lucy also has served as the Executive Director of Indiana’s Joint Workforce Investment Board and as transitional staff for Indiana’s Southeast Indiana Workforce Investment Board.

  • Tom West - Senior Vice President, Thomas P. Miller and Associates

    Currently the Senior Vice President at Thomas P. Miller and Associates, Tom was the Executive Director of the Kentucky Workforce Investment Board, a board that the U.S. Department of Labor recognized as a model for other states. Tom’s leadership helped create and implement a number of high profile initiatives designed to transform a collection of government programs into a dynamic system focused on meeting the demands of business and industry. Prior to joining the Education and Workforce Development Cabinet, Tom spent over 10 years as a community planning consultant serving communities of all sizes.
