Permanent Housing Retention

Housing stability indicates a program’s success in ending homelessness as measured by the length of time that program participants retain permanent housing, defined as a rental house or apartment, public housing, Section 8 housing, Shelter Plus Care housing, homeownership, or permanently moving in with family or friends.  This indicator describes the percentage of formerly homeless people who obtain permanent housing within 24 months of program entry and stay in that permanent housing for six months or more. A higher rate of permanent housing retention is considered positive.
